Important note: Microsoft distributes the Windows 11 Enterprise ISO exclusively through volume licensing programmes, not as a public direct download. You therefore first install Windows 11 Pro using the official Windows 11 ISO below (contains the Home & Pro editions) and then unlock Windows 11 Enterprise with your Enterprise product key (edition upgrade under Settings → Activation). This is the official path intended by Microsoft and is explained in the step-by-step guide below.

Installation & Enterprise activation in 5 steps

  1. Download the Windows 11 ISO (select your language)
  2. Create a bootable USB stick (Media Creation Tool or Rufus)
  3. Install Windows 11 Pro (boot the PC from the USB stick and follow the setup wizard)
  4. Enter the Enterprise product key: Settings → System → Activation → Change product key
  5. The edition switches to Enterprise automatically – check the activation afterwards

No. The public Windows 11 ISO contains the Home and Pro editions. Windows 11 Enterprise is unlocked with your Enterprise product key after installing Windows 11 Pro, because Microsoft distributes the Enterprise edition exclusively through volume licensing programmes.
Via Settings → System → Activation → Change product key. After you enter the Enterprise product key, Windows switches automatically from Pro to Enterprise, without reinstalling.
From Windows 10/11 Pro, you can switch to Enterprise directly via the product key. From Windows 11 Home, you first need to switch to Pro before you can activate with the Enterprise key.
Officially, Windows 11 requires TPM 2.0 and Secure Boot – most business PCs from around 2018 onwards meet these requirements. If in doubt, check with Microsoft’s PC Health Check app.
